Diaz is your first PLAV contact as well as the commander of the PLAV Southeastern Amazon Outpost, located very close to the HQ itself. He gives you the mission to capture the Orinoco River Outpost and gives you your first look at PLAV's weapon/vehicles/airstrikes shop.
