Nam-cheol Kim, also known as the Nine of Hearts, is a high-ranking member of General Kang's nuclear weapons team and one of the few men able to develop targeting systems for an intercontinental ballistic missile. Kim is found in the Northern Province of North Korea during Mercenaries: Playground of Destruction.

Kim is located in the Northern Province of North Korea, along with the Spades, but he and the other Hearts can only be verified after the completion of the Ace of Diamonds contract.
Kim's exact location is east of the NK Outpost, south-south-west of Tenement Ruins and east of Sinuiju Farms. To reach him normally you need to drive through the Chinese occupied region of the ruins until you reach a dirt road which spirals up towards a small cliff. Once you reach the top there will be a small outpost with a small bunker, two Sungri Scouts, and a small amount of regular KPA soldiers. Turn right at this outpost and continue along to the outpost where the HVT is located. Alternatively, after entering the ruins and before entering the Chinese territory you can drive to the right, past a large ditch and approach the small outpost from behind.
Kim's location is filled with only a small amount of elite KPA soldiers mostly armed with light machine guns, though there is a large, tough bunker nearby that will infinitely spawn elite soldiers to harass you. Kim himself is armed with an SMG. There are also two NK Cargo Trucks in the area, one of which carries a fuel tank.
He has a bounty of $75,000 alive or $37,500 dead.

He's hiding out somewhere south of the tenement ruins. Thanks to this guy, Song's nukes have intercontinental delivery systems. Lots of governments in the West would like to get a hold of this guy.
